     Arthur Edwin Palmer was born on 9 March 1906  Portland, Multnomah County, Oregon. He was the son of Edwin Palmer and Mary Alvina Reed.1 Arthur and Martha Mae MacDougal, daughter of John MacDougal, were married 14 February 1931  Portland, Multnomah County, Oregon. Arthur Edwin Palmer died 28 April 1997, in Albany, Linn County, Oregon at age 91 years, 1 month and 19 days.2

Arthur E Palmer, 91, of Albany died Monday at the Mennonite Home.
Born in Portland to Edwin and Mary (Reid) Palmer, he had lived in Albany since 1929, except during World War II.
An educator, Mr. Palmer was superintendent of Albany School District 5, the city's elementary school district, before the merger of elementary and high school districts that created the Greater Albany Public Schools.
He belonged to the United Methodist Church.
Mr. Palmer was married Feb. 14, 1931, and his wife Martha "Mae" died in July of 1990.
Surviving are daughter Evelyn Murphy of Portland; son Jerry of Portland; and five grandchildren and greatgrandchildren. Three sisters died before him.
A memorial service for Mr. Palmer will be at 2 p.m. Saturday at Fisher Funeral Home. Inurnment will be at Willamette Memorial Mausoleum.
Memorial contributions may be made to the Albany Public Schools Foundation or to the United Methodist Church. They may be sent in care of Fisher Funeral H9ome, P. O. Box 156, Albany, Ore., 97321.3
